Budget Planning and Certified Budget Process
The budgeting process is a fluid and flexible exercise that is monitored, analyzed and considered all year long. The formal budget certification process begins in the fall of each year with the official student enrollment count based on students in attendance on the first school day in October. Enrollment and cost per pupil are the two main factors that determine the budget authority provided to the school district for the entire fiscal year. Funding of the budget authority is based on the State Foundation Aid Formula.
Providing a quality educational program, living within district revenues and maintaining good financial health require constant monitoring throughout the year to ensure sound budget management. For these reasons, the budget process is ongoing. As conditions change throughout the year, the budget may need to be modified. An Iowa public school district’s budget certification process concludes each year on April 30, the last day to certify the district’s budget.

Southeast Polk Community School District Fees
The district uses two systems to collect fees. Student fees including textbook fees, student activity passes, bus permit fees, parking passes are collected through Infinite Campus. Parents will continue to use RamMall to make payments for food service, booster club items, high school events, and sports camps.

A request for proposal (RFP) is a solicitation made through a bidding process to procure a service or valuable asset. The RFP process brings structure to the decision-making process and helps to identify the risks and benefits up front.

Capital Improvement Projects- Bidder Information
In accordance with the passing of SF 2170 by the Iowa Legislature, the Notice to Bidders process in Iowa Code 26.3 for informing the bidding community of the District’s intent to solicit competitive bids for a public improvement project will be posted here.

Revenue Purpose Statement
During the 2019 legislative session, the Secure an Advanced Vision for Education (SAVE) statewide penny tax was extended through January 1, 2051. In order to use these funds, each Iowa school district needed to have its voters approve a revised Revenue Purpose Statement that aligns with the legislative changes. This was not a vote on the tax, but rather on how the District utilizes the funds generated by this statewide tax. The first Revenue Purpose Statement was originally passed in 2009. The revised Revenue Purpose Statement was passed by the November 5, 2019 vote.
The revised Revenue Purpose Statement is intended to be used in the following manner:
- To provide funds for property tax relief
- To provide funds for technology infrastructure
- To provide funds for school safety and security infrastructure
- To provide funds to build, remodel, reconstruct, repair, improve, or demolish school buildings
- To provide funds to purchase, lease, or lease-purchase buildings, equipment, or technology and to repair transportation equipment
- To provide funds to implement energy conservation measures
- To provide funds for emergency demolition, cleanup, and repairs due to natural disasters
- To provide funds to establish and maintain public recreational areas and playgrounds
- To provide funds for the payment of principal and interest or retirement of general obligation bonds issued for school infrastructure purposes and tax revenue bonds
- To provide funds for other authorized purposes permitted by law
The renewal of the revised Revenue Purpose Statement doesn’t add additional funding or taxation for residents, but it allows for maximum flexibility as we continue to plan for the future needs of the District. The approved Revenue Purpose Statement shall remain in effect until replaced or amended by the Southeast Polk Community School District.
